Health and Human Rights: Catalytic funds

Duration: One year

 

Problem/Background:

Human rights have been upheld as a cross-cutting activity in WHO. Integrating human rights in health means making human rights an integral dimension of the entire spectrum of health policies and programmes. Increasingly, programs in WHO are considering how human rights relate to their area of work. In this context, to catalyze strengthening a human rights approach in WHO as a whole, HHR/HDE provides support to other WHO programs through technical advice and "catalytic" funds. HDE is the focal point for health and human rights and is responsible for policy and strategy development and training. (Refer to page 6 on HDE core program.)

 

Objectives:

To develop a human rights approach to health in WHO by initiating projects in selected WHO programs which aim to integrate human rights and demonstrate the concrete linkage between human rights and specific health topics.

 

Activities:

  • Position paper on human rights in relation to delivery of, and access to vaccination services
  • Consultation to input human rights into draft World Report on Violence
  • Paper on health dimension of water in human rights instruments and practice
  • Pilot project on human rights approach in making pregnancies safer
  • Legislation manual and assistance to countries, to promote and protect the rights of persons with mental disorders 
  • Position paper to define the issues relating to food and nutrition in relation to health and identify practical ways of using human rights to further support WHO's work in this area
  • Training program
  • in HQ and regional offices on how to report to the Committee on the Convention on the Rights of the Child and operationalize child rights in public health 
  • Developing guiding principles for communicable diseases control legislation which ensure optimal balance of seeking public health objectives while safeguarding human rights
  • Workshop on health and human rights indicators
